Whether it's an NFL team or another CFL team, they need permission from the team who the player is under contract to in order to talk to player. If they don't have that permission, they are not allowed to contact the player or his agent.
If an NFL team has an interest in a player and want to to know how long he is signed for then they should be contacting the CFL team, not the player's agent.
