So the first place team might have to beat the second place team twice to make the Grey Cup?

My takeaway: Chevy expects them to keep losing, doesn't think his farm players are any better than what he has, and thinks calling them up will just shatter their confidence. Better to have the vets take the bullet. Not entirely sure how I feel about any of that.
