Look at all the places with heavy restrictions currently. Quebec, Ontario, BC and they are still having similar cases, hospitalizations and ICU per 100k as Manitoba. While I completely agree that Canadian Healthcare is not designed with the preparation for pandemic or emergency surge. The issue in Canada is not easily fixed because it is not the space or lack of equipment that is holding hospitals from expanding.
