The voters gambled that the PCs had learned their lessons from being out of power for so long, but they have reverted to who they are at heart. It is far easier to destroy than create.

Same as every other conservative premier. They knew this was a problem that needed resolved but they didn't want to go against people who vote for them. Which is why the feds had to step in.
