Teams like Tampa Bay, Florida, Vegas and San Jose seem to have a pretty favourable position with state taxes etc when it comes to signing guys 'under the cap'...  will the NHL evolve into a two tiered system - where there are some elite 'tax relief' teams...?

Not sure if taxes apply.

On a related note...is there not dollar-relief for Canuck teams if it goes too low?

It’s not about relief to owners.   It is about making the cap truly equal.

$8M / year in Florida is not the same as $8M / year in Winnipeg to a player after taxes.

In Free Agency, those teams essentially have a higher cap to play with.
