I was buying a gift at the LC, and had my ID in hand. The casher didn't ask to see it, which made me wonder when the last time I actually was ID'd was. Population density isn't a pre requisite for being a city in any dictionary definition or civil engineering standard. Density is only used to separate for economic survey data. Federal, and provincial standards are what's applicable. Manitoba has some really interesting/odd outliers in terms of economic per capita zones, that are perfect examples of why the standard is used but only in statistical evaluation. Sard 1

I think economic/government service area is a big factor as well. A city like Brandon will service another 50-60k in nearby population, same with Thompson as the hub of the North. Whereas cities like Steinbach do not service much surrounding population because of proximity to Winnipeg. I know that was hugely important to food franchises when i was looking at opening up a franchised restaurant in Thompson some years back. Edited May 14 by GCn20 wbbfan 1
