He's Kang the Conqueror, one of the most important villains in Marvel and the MCU. He's in a few upcoming MCU movies, including Antman 3.

So at least one question is answered with the new trailer, we find out where the Byers's moved to with Eleven. It's Spring of 1986 now (so they've covered at least one season per year so if it goes for one more I'm guessing there won't be a time jump...I'm predicting it will come out in the spring (yeah I know it won't make sense since the first season came out in the summer as did season 3 but the latter came out in the summer anyway)

Was doing some work up at a mine a couple of years back and said to the guy (about 10 years younger than me) touring me around that it looked like Fraggle Rock down there.  He gave me a blank stare because he had no idea what I was talking about...
