The pitcher himself can't have an illegal substance on him but positional players can.  Pine Tar & rosin are allowed to be used, by anyone except the pitcher, to help grip the ball.

 

FWIW, the Mets do not have an issue with this.

They might not have an issue themselves, but some pitchers have been suspended for this, this year too, I can see them changing the ruling where everyone except batters are banned.

However I heard when someone got suspended this year, they did a poll and many players didnt mind pitchers using tar cuz it gave them better control of the ball and it lessed wild pitches

I saw that too. Makes sense. I'd rather face a ball spinning a little faster than worry about taking one in the cranium.
