Including the people mentioned in the article. Uganda has taken hundreds of thousands in. Africa is basically a forgotten place. For instance "Since 2015, more than 400,000 refugees and asylum-seekers have fled Burundi, escaping human rights abuses, political uncertainty and the related humanitarian crisis." You could drive down the street and there they were, working the fields, within city limits. They stayed in housing right on the farm and I don't believe the doors were locked from the outside. I remember onetime, an inmate walked across the street and did some shopping at the local Food Basics. Cops were called and he was escorted back. He had a shopping list. I think he was nearing the end of his sentence for manslaughter. Too bad government shut those prisons down. Seemed like a good way to help prisoners transition back into society and to also be productive. EDIT: Collins Bay formerly "Frontenac" Institution. Looks like they may be reopening it.
