Right but if you wanted one available to hear a case within days of it occurring rather than 8 weeks, you would have to be paying them to be part of the CFL's full time staff. The whole point of an arbitrator though is to be independent of both parties. As has been pointed out both sides will have people they would prefer and part of the process is to find someone that both sides can live with. And circumstances of the case at hand can have an influence on who someone might want as an arbitrator, so no, having an arbitrator on staff wouldn't work. Arbitration takes as long as it takes.
