The CFLPRC and the CFLPA provide the Commissioner with a list of arbitrators. There are some arbitrators that hear appeals involving Western teams and others who hear appeals for Eastern teams. The arbitrators are paid on a per case basis.

Right but if you wanted one available to hear a case within days of it occurring rather than 8 weeks, you would have to be paying them to be part of the CFL's full time staff.

The whole point of an arbitrator though is to be independent of both parties.  If they were on the CFL payroll, then ultimately they would report to Orridge, and would defeat the purpose of the appeal.

Obviously they would be paid by CFL and CFLPA jointly

ummm, ya, no one keeps arbitrators on staff...  As has been pointed out both sides will have people they would prefer and part of the process is to find someone that both sides can live with.  And circumstances of the case at hand can have an influence on who someone might want as an arbitrator, so no, having an arbitrator on staff wouldn't work.  Arbitration takes as long as it takes.
